The National Treasury Secretariat has published a new rule for accounting the limit of net current revenue (RCL) for Public-Private Partnerships (PPPs).
The measure, promoted by the Federal Government, aims to relax the calculation limit for such contracts, encouraging new PPPs among subnational entities (municipalities and states).
In practice, the Secretariat’s interpretation adopts a position previously applied by a court of accounts to the public lighting sector. It establishes that the limit calculation for contracting PPPs should only consider expenses that exceed what authorities were already spending on delegated services.
