After discussions, Brazilian Federal Government publishes adjustments in the water and sanitation decrees but provides uncertainty and signals in favor of a new legislation to change the sector regulatory landscape.
In the past week, the government published the Decrees No. 11,598/23 and 11,599/23, changing the decrees that the same administration have published earlier this year aiming at solving the debates within the Brazilian Congress.
The new regulation however did not manage to address all the previous discussions and did not avoided criticism. Agents already highlighted points of uncertainty in the regulation, while authorities have signal to develop a new legislation in the Congress to address what the decrees were not able to change. It is again necessary to follow closely the new episodes within the discussions for the regulatory landscape in water and sanitation.
